Evaporative coolers do not use refrigerants to cool the air like an air conditioner. They are therefore less effective in high humidity areas.

While it may only weigh 40 lbs when empty, it gets heavy with a 10 gallon tank full of water. If you need to move it, do it when it's empty - it's easier!
